We're seeing concerts in Zoetermeer over two consecutive nights, and it appears The Hague would be a better city in which to stay for activities during the day? Are there other cities we should consider? We're arriving in Amsterdam the day prior, and have considered staying there, but that's a long commute to and from the shows.

The Hague and Delft are very near each other and a there is tram that goes between them. Delft is mallet but I would happily stay in either of them.
Zoetermeer is indeed not the nicest place to stay in. The Hague, Delft or Leiden are all good options near Zoetermeer.
However before you commit to booking a hotel in one of these places, you first need to confirm that you can reach your hotel after the concert ends. You don’t mention where the concerts are held, nor what time they end, so you need to check for yourself whether or not public transport is an option.
