Is the expansion of the tram route in Utrecht to the University complete and open for service, or is the only public transportation the bus from Centraal Station?

The public transport planner 9292.nl only gives a bus connection.

Plenty of the construction just above the station. In Utrecht they don't want you to get on a tram if you want a bus or vice versa so they write in huge letters on the side of the bus, "BUS", and on the side of trams, "TRAM". Just in case you might get confused.....
