Our tour starts on Sept 18 in Harleem and ends in Paris 21 days later. Two questions:
1. Will we be able to book the Harleem hotel for one night earlier as we want to arrive then? and same thing for Paris after the tour ends.
2. Will we be able to use the negotiated rate that RSE gets for our tour?

If you have signed up, you were given instructions to do just that. Lots of tour participants do. 2022 or 2023?

General the answer is yes But -- it will depend on availability and since many of the hotels he uses are small they may be full so CALL TODAY. You can ask but no guarantee for the room rate. Remember Steve is bring dozens if not hundreds to that hotel so they might get a super discounted rate. But you should get the rate advertised in his guide book.

Always let them know that you are part of the tour. They will do the best to put you in a room so you don’t have to change when the tour starts. I just tried to make reservations in Scotland, and the hotel told me they’re waiting for the Rick Steves rates before letting me know how much it is. I am assuming that means I will get the special rate before the tour begins.

If you want to be in the same hotel, I would contact the hotel directly and state you will be on a Rick Steves Tour that begins on date X, but you would like to reserve a room for 1 night earlier as well. I would do this soon as hotels do fill up.
