So is it legal to bring tulip bulbs back to the US? What about packaged/wrapped smoking "utensils"? Asking for a friend.......

I think you will be ok with the bulbs but you have to declare them on the form you will be given.
If you are talking about a pipe like they sell on college campuses I don't see any problem as long as there are no drugs.
And read what it says under drug paraphernalia.
Here is an old thread with a lot of information on the Tulip bulbs. The consensus seems to be that there must be an inspection certificate accompanying the packaging to be allowed to bring them back to the US or Canada. Whether you have this or not, you still have to declare them to US CBP or CBSA.

Definitely has to have that inspection stamp. My daughter tried to bring some home to me but was forced to throw them out at the airport because they didn't pass.

As far as the other items they had better be new, never used, and not draw any interest at US Customs. Remember if certain drugs are legal in certain States they are still illegal .entering the United States.

I would imagine that "smoking utensils," even if never used, and even if allowed (and I'm not sure if they are) would attract a lot of attention at US Customs. Unless you're really not in a hurry on arrival, buy them in the US, and save yourself a lot of hassle. Everywhere I've been in the US, there's no shortage of stores selling these.
Bulbs must be certified to come into the US. You can really only bring back a basic tulip bulbs (red, yellow,etc). If you want fancy ones, just buy them next fall. You can get all sorts in your local stores that sell flower bulbs. My favorite tulip I saw the last time i was there were Rembrandt tulips. They look like they were splashed with Paint. I bought them when I returned to the states. They are very lovely in the spring as a later blooming tulip in my area of the Midwest. Yes, you must declare them when you arrive back in the US.
RE tulips-there are a lot of USA approved (stamped) tulips for sale at the various duty free shops at Schipol Airport. Easiest to just grab some there before heading home. RE smoking utensils-best to buy more tulips.
