We are arriving in Rotterdam from a cruise and staying there for a couple of days. We will need to get to Frankfurt to fly home to the states. The train looks like a good option from Rotterdam Centraal but my concern is the train change in Utrecht. It looks to be very tight time wise and with luggage I’m concerned about making a connection. Any sugggestions?

There are four trains per hour from Rotterdam to Utrecht.
This is a nationwide mass transit system.
So just take an earlier train if that makes you feel more comfortable.

Changing trains at Utrecht Centraal is straightforward. If there is no check-in time for the ICE to Frankfurt that twenty minutes according the planning tool of our national carrier NS is usually way enough. With the escalators it's easy to go from one platform to the other. Your ticket shows the number of the platform of arrival as wel as were to depart.
But as already said you can take an earlier train to Utrecht if that gives more comfort.
