We are headed from Amsterdam to Basel on a river cruise. I was told that late in the year, the river is so low that people have to get off and board a bus to the next destination.

The Rhine and other rivers are subject to being too low and also to flooding. Cruise itineraries are flexible, and they will accommodate passengers as much as they can, but you can never predict the weather for any sort of trip, so be prepared to not have the exact trip you paid for.
