Can I take my rental car I'm using in France and drive it to/drop off in the Netherlands?
If not, what are your suggestions.

Generally, yes. Just check each rental company website for details; sometimes there is a small extra charge. If you want to drop the car in a different country than rented, that is also allowed, but there will be huge extra charge. See the travel tips section on this website, and check to see if you have / want to use insurance from your credit card, and / or buy from rental company. Have a great trip!

Yes, but return it to country where you picked it up or face large drop charges.
