If you like good Chinese food, I can heartily recommend Golden Chopsticks, about a 5 minute walk from Dam Square. Indoor or outdoor seating, superb food at a reasonable price. I started going there in 2012, and have went there every trip to Amsterdam since then. Last time was last August, and they are still yummy. Link below.

Not sure what you consider budget, but we enjoyed the rice table at www.purimas.nl . Our meals were about $20/each.

I don't have any specific recommendations but I really have enjoyed the Indonesian restaurants I visited on all of my trips to Amsterdam. A genuine Rijsttafel (rice table) is not to be missed. In Amsterdam I would highly recommend Foodhallen. Multiple food stands under one roof with a bar in the center and plenty of seating.
Also, Sir Hummus and Bulls & Dogs (both in the De Pijp area) are very good.
In Rotterdam, again, I'd pull a casual meal together from the many stands located in Markthal, though they do have a few restaurants inside, including one by Jamie Oliver if you want more of a sit down and be waited on experience.

Jacketz --- all kinds of baked potatoes with different meat and vegetable fillings. Lots of locals dining and very good food.
Terri - One of my personal favorites is the California Burrito Company. The chicken burrito is fabulous! Tokoman is another favorite for sandwiches. Albert Cuyp market has a wealth of ready made things to eat plus it is so much fun to browse and souvenir shop there. Also, check out the Amsterdam Tips on Mark's website thatdamguide to get a lot of great ideas of places to eat. We've eaten at a couple of them and always enjoyed our food.
For a splurge, make sure to eat cheese fondue with entrecote at Cafe Bern. You need reservations if you want a table but we have just shown up early and grabbed seats at the bar and eaten there.

How do you define budget? I know a great restaurant with a 5-course dinner, including wine it around 80€. It is called De Kas.
If you want real cheap food, check Pasta Pasta. There are two, one right in the center and on in de Pijp. The second one is much quiter and much more like a restaurant: Pasta Dishes are areound 8€. So really cheap.
Also check the market in De Pijp. You can get fresh pressed juices in all flavours for one euro per cup. And they have a lot of other relatively cheap food, too.
