I don't know of private guides, but ProDemos has English-spoken tours of the Dutch parliament. You'll find a reservation form on their website.
A few steps from the parliament buildings you'll find the superb Mauritshuis museum. As far as I know they don't do individual tours, but they have the usual audiotours.
