Need your advice (after transatlantic cruise)

Our transatlantic cruise will arrive Rotterdam near the end of April 2025. I am hoping to receive some advice on convenient places to stay in Rotterdam and Amsterdam (for older person, mid range or budget). Just only for sightseeing, how long should I stay each place? How about transportation? Any short escorted tour available ? How about weather? Any rain? Planning to stay less than a week. Thanks for your help.

It's probably not within your budget but the Hotel New York would be a good place to stay in Rotterdam for a cruiser. It is less than 5 minutes walk from the Cruise Terminal and was the headquarters of the Holland America Line in their heyday,
The subway and the trams will be your friend in Rotterdam- both stop about a 3 minute walk from the Cruise Terminal.

Another place to look at in Rotterdam, again possibly over budget is the former SS Rotterdam. A city bus line calls there, it is about ten minutes walk from the Cruise Terminal and the water taxis also call at an adjacent pontoon.

I just checked: The Hotel New York has good price but it sold out on the weekend I arrive. Thanks for your info.

What are your exact dates? The reason I ask is because Saturday April 26 is when Kingsday is celebrated in 2025. Kingsday will have a significant impact on crowds, especially in Amsterdam.
On top of that, the end of April is the expected peak blooming of the tulips, which will also have a huge impact on crowds and therefore hotel rates.

Cruise ship will arrive at 7am, Saturday 26, 2025. The Hotel New York sold out on 4/26 but Hilton Amsterdam Airport Schiphol available 230 Euro plus tax per night. Please, advise. Thanks.

The SS Rotterdam is available for 3 nights starting on day of arrival from £309 room only. The SS Rotterdam is as iconic as the Queen Mary in Long Beach, CA and in a lot better shape.
As for a land based hotel the Ibis Rotterdam City is on for £273 for 3 nights. While I can't speak for the hotel it's location in the city centre is hard to beat, and Ibis is a dependable French budget brand. From stays at other Ibis hotels if I was choosing blind in any city I'd be happy to seriously consider them.
I wouldn't want to stay at an airport hotel unless my flight was leaving before about 10am. With all night rail service to Schiphol I'm not sure I would even then.
Rotterdam to Amsterdam is about an hour by train with multiple departures every hour. So, if you can't find somewhere affordable in Amsterdam then it would not be unreasonable IMO to stay the week in Rotterdam (especially if hotels there are £100 or less a night), commute in to Amsterdam on those days, spend several days exploring Rotterdam, Kinderdijk and Dordrecht, then on the last morning a train direct from Rotterdam to Schiphol.
Yes of course a split of several nights in Rotterdam, and several in Amsterdam would be preferable but if not possible then the good second best is a week in Rotterdam.
For Amsterdam maybe look at Haarlem for better affordability.
