I am having a hard time with weight restriction on City Hopper planes.
I meet the size requirements not the weight on my Carry on bags, does anyone know do they weigh at the gate?
I don't want to check.

They NEVER weigh at the gate. Except when they do.
There was another thread a few months ago where there was a guarantee that the carryon would never get weighed by a certain airline. A few werks ago, I watched the gate crew of that airline weighing bags on two flights. Not all, not many, but enough to ruin the day for a few.
I would say take the chance if you must, and if you do get caught take it with a smile and great understanding.
I've never had a bag weighed on a KLM Cityhopper flight. As long as the size is right, you should be fine (but as a disclaimer, do not rely on my advice). 😉
What weight is your bag coming in at?
It looks like it’s 26 pounds? But I only looked at my CityHopper from AMS to Aberdeen on the calculator page so maybe it’s different for different destinations?
my carry on luggage is about 16.6 lbs but my underseat bag is 10lbs and the Total is 12kg or 26.4 they count both in weight capacity.

Suzanne, if you're really worried, I would look inside your bags for something that is heavy (more than 8 oz.) and small, and stick it in your pocket. They're not going to weigh you in addition to the bags.
Honestly, the difference is so slight that I really don't think anything will happen - if they're targeting overweight bags, it will be bags that look like they could be overweight.
You can take 12kg carry-on with you on board of a KLM flight. And you can check if there are restrictions in weight for a specific route. https://www.klm.nl/en/information/baggage/hand-baggage-allowance.

I agree....stick something electronic in your pockets. Will you have some kind of rain jacket? If it looks like they are weighing all bags, whip that out and don it then stuff heavy items in the pockets!
I also agree that you are so very close and meet the other criteria I doubt you will have any issues. BUT one never knows what side of the bed a gate agent got up on.
I was concerned about the size and weight requirements on our KLM city hopper from Vienna to Amsterdam.
The plane was the largest Embraer (e195 e2).
My RS Euroflight bag does not comply with the KLM personal item dimensions and doesn't really fit under the seat that well.
The carry on dimensions did comply but total weight of the two together was over the total limit.
It was the first flight of the day so the KLM staff didn't seem too concerned about anything.
I don't believe my items drew any attention at the gate.
They just scanned our boarding passes and we walked on.
The flight attendants just ignored my Euroflight bag sticking out a bit towards my feet.
I did notice though that they did stop someone at the gate who had 2 gigantic carry ons.
They're not going to weigh you in addition to the bags.
