My husband and I are spending a few days in the Hague and thinking of getting the 3 day HTM Tram/Bus pass to get around. Can I buy this without buying an OVV Chip Card? Also may be interested in the South Holland Day Pass for 13.50 euros on a longer journey. Would this require loading onto an OVV card?

You'll get separate paper chip cards. No need for an OV Chipkaart.
Don't forget to check in and out when using train, metro, tram or bus!
