Our cruise ship comes into Rotterdam at 11 am & leaves at 8 pm. What is the best way to get there & back? Train? Any recommended tours that would do this? There is so much to see & do in Amsterdam!

Walk less than 5 minutes to the end of the street the Cruise Terminal is on and take the metro 4 stops north to Centraal Station, for very frequent train service.
You should get to Rotterdam Centraal around noon, say an hour each way. You will have 4 to 4 1/2 hours in AMS. All aboard will be at 7.30 pm.
Maybe the ship is doing a shore ex to AMS?
Docking so late I'm not sure I'd go all the way to Amsterdam. There are a number of places closer which hopefully one of the Netherlands regulars will expand on.
