Are you travelling to Amsterdam? If yes, buy it there. Otherwise you would have three problems:
1) Wrong plug on the charger. Your friend would need a plug adaptor to use it.
2) Make sure it has the right frequencies ("bands"). These are different in different countries, and make sure it is a GSM phone which takes a SIM card.
3) Postage will cost, and you will have to fill out a customs declaration. The recipient may have to pay customs duty on the phone.

Wherever you buy it, be sure it is "unlocked" when you buy it, so (s)he can use it on their desired network.

Almost all cell phones now, from the most basic "flip phone" to the highest end smartphone, will have a camera. So, we need a lot more information to make any recommendations.

Such as, What is your budget? Are you looking to get one that just does calls and texts, or also one for internet and apps? Do you know if your friend prefers Apple, Android or Windows phones?

If you just want to look at a wide variety of models, look at B&H Photo; they sell all kinds and are very familiar with which phones work in which countries. Note that they call the basic, non-internet capable ones "feature phones": https://www.bhphotovideo.com/c/buy/smartphones/ci/24039/N/3955685938

If you are getting a feature phone, make sure it will work in Europe; the very cheapest ones will only work in North America. Most of the fancier phones now work worldwide, but again, check before buying.

Just a limited Internet search and found that an iPhone 7 with 32G of memory sells for 824€ in the Netherlands, while at the Apple site in the U.S. it's $649. Quite a price spread of roughly $250.
