If you don't want a bus, what sort of transportation are you hoping for? A boat trip? Bicycling? Walking?
Which »the« windmills? They are all over the country.
The most popular are those of the Zaanse Schans. No tour needed: it is a 20-min train ride from Amsterdam and then a short walk. It is also not really countryside.
The most impressive collection you'll find at Kinderdijk. Again no tour needed: take the train to Dordrecht and from there a direct river ferry (the Waterbus).
Another collection is that of Schermerhorn, in the middle of the countryside. Not so popular because it takes a small effort to get there (first train to Alkmaar and then a bus). I've seen some tours which combine it with the cheese market in Alkmaar, so Fridays only.
Viator has several tours. Just read the details like when and where they pick you up, what's included and most importantly what the cancellation policy is. Viator reps tours from different providers who all have their own policies.

look at webikeamsterdam.com or amsterdamcitytours.com they both do bike yours out ti the countryside. we did a private taxi tour out to windmills, small fishing villages, cheese factory and zaanse
schans. the area is picturesque and you'll have a great time.
