Amsterdam Department Store?

Does Amsterdam have a store equivalent to Target or Walmart (or are they there?). Would like to go there for 'necessaries' and clothing items that may not fit a typical City Center store?

There is the big de Bijenkorf department store in the city center, otherwise, for budget clothing, there is a large Primark in the city center.

Not sure what "necessaries" are, but if hygiene or health related, you probably would need to go to a Pharmacy. Many items sold in groceries and big box stores here, are only sold in pharmacies there.

The Bijenkorf departement store sells luxury brands like Chanel, Louis Vuitton, Gucci etc and is therefore probably the complete opposite from Target and Walmart. We used to have another department store in the Netherlands called V&D but they went bankrupt many years ago already. They could no longer compete with online stores and cheap and fast fashion stores like Primark, H&M, Zara etc.
I’m not sure what you mean by “necessaries“, it must be a language thing. But other than prescription medicine, most hygiene and healthcare items are sold in drugstores from chains like Etos and Kruidvat. No need to go to a pharmacy, you’ll find these stores all over the city.

Seconding the recommendation for HEMA. There’s a large branch near Singel (?) that I found. I needed various things including toiletries and spare T-shirts and got everything I needed there. And more besides.

I was shocked by how the shopping areas (Kalverstaat comes to mind) could have been anywhere in the world with Nike, Lego, Northface, Levi's. I didn't notice anything like a Target or Walmart, but there's definitely places to find necessaries for sure.

I have to second HEMA. I found them to vary in size but to have whatever I needed and then some… They reminded me of Target—some even have pastry counters! Worth the visit whether you find what you are looking for or not.

Not only I second HEMA but is for me the store for buying many things I need. Not so cheap anymore as a few years back, nevertheless still good value for the money. Well known chain here Action has a reputation for rock bottom prices, quality is ofcourse basic but in many cases not really bad, sometimes surprisingly good.

Food stores Aldi and Lidle have shelves with attractive offers of hardware, like tools and kitchen devices and also clothing.
