On our 2nd evening in Amsterdam we plan to do a self-guided walk around the red light district late afternoon/early evening, and would like to be in the 9 Streets area for golden hour photography, which isn't until around 8:30-9-ish. Can anyone recommend a good place to have dinner either on the way to, or in, the 9 Streets district? I would like to try Indonesian rice table, but would also be happy with a good cheeseburger!
Next question, is it best to walk or is there a tram that connects these 2 areas?

Can't help with a restaurant, but there is really no tram connecting these, but it is not that far walking. Assume by 9 Streets, you mean Wolvenstraat btween the Keizersgracht and the Herengracht.
The Seafood Bar, which has several locations, has one at Spui 15 which would bea short walk from the 9 streets area and from the red light district. While I ate at the one near Leidesplein, I remember passing the one on Spui which had some outdoor seating and a cluster of other restaurants nearby. FWIW, when I did a self guided walking tour of the 9 streets area, I was underwhelmed in that I didn't find the array of shops especially interesting or unusual; however, I'm not a big shopper.
