What is the best way to get from the eastern U.S. to Montenego. Going March, 2026.

Fly to Dubrovnik. Take the airport bus to Dubrovnik. Then transfer to a bus from Dubrovnik to Kotor.
Depending on airfares, you also might fly to Podgorica, Montenegro and then bus to Kotor. I haven’t see favorable routings, however. from Detroit to Podgorica.

I agree with this- or you can fly to Dubrovnik and get a private transfer directly from the airport to Herceg-Novi, which is also a nice place to spend a night. From there you can get a bus or drive onwards to Kotor. The closest airport to Kotor is Tivat so you could also look at flying to eg London and then a separate onward flight on easyJet to Tivat.
