Hi. We will be travelling from Kotor old town to Dubrovnik Airport on September 25. Does any one have suggestions for best private transfer or is bus a good option? Many thanks.

I am guessing you have your tickets already? Otherwise I would say fly out of Podgorica and skip the border crossing. I wouldnt do this with a bus if you are trying to catch a flight. I will send you a PM.

Wizz Air Podgorica to Rome starts at about $36 in September. The transfer to the Dubrivnik airport will probably cost $120 (close to 3 hours). So, even with a more expensive ticket it's a wash to fly out of Podgorica vs tge transfer and you get more time in a beautiful country. Okay, worst case $100 more.
