From Kotor you can book a speed boat tour to Perast and the Lady of the Rocks. It's about 25-30 euro per person.
But the cheapest way to get from Kotor to Perast is by bus, like 1 euro per person. Once you're in Perast you can take a boat to the Island (+- 5 euro).
