In late May we end a tour in Dubrovnik and have a couple of days/nights there. For a Sat or Sun day trip, should we do a bus tour to Kotor (11 hours) with 2 stops on the way or take the Elafiti 3 island (8 hour) tour?
I'd play it by ear--if it's rainy or cloudy, clearly Kotor. But after you've just finished a tour, you might have had your fill of old towns, and on a hot sunny day, a boat tour may be just the ticket.
The bus tour stops for a visit to Our Lady of the Rocks and has a tour of Perast and one of Kotor.
I love Montenegro and have returned a few times; but after Dubrovnik, Kotor can be a let down. But the bay is stunning and Herceg Novi and Perast are worth the visit in a big way. Then maybe drive right past Kotor to the P1 road that winds up the mountains to some interesting villages and a prosciutto house where you can see it hanging and sample.
