Will taxis be "easy" to arrange between most of these places where trains or buses don't go?

Please no hate.
A friend and I had planned to rent a car and have already made reservations of all sorts in April.
We're trying to see if it's reasonable to keep the same cities without a car. Thanks so much.
Milan- Spiazzi- Malcesine-Bolzano-Valpolicella-Bologna-Orvieto-Civita di Bagnoregio- Rome

You won’t need (or want) a car while in Milan, Bologna, Rome, maybe you can do without one in Bolzano. For everywhere else, I would prefer to have a car.

Rent a car on your way out of Milan and return it as soon as you arrive in Rome. If you stay in Bologna, on your way down, stay outside the historical city center in a hotel that has parking and keep the car there without using it (too many traffic restrictions in the city center).

Yes. Picking up car at the edge edge of Milan towards Spiazzi, dropping before even getting to Rome.

Places like Orvieta and other Tuscan and Umbrian hill towns are ideally reached by car - and in fact you can hit several a day.

My experience of renting a car …. Gas stations with no attendants which don’t accept your credit card, gas stations that accept your card but you drive off only to find no gas was actually pumped, and 400eu fines for driving on Bologna at 7 am.

What happened to the gasoline? Did you pour it in the wrong hole? Maybe in the radiator?
What did you do to get a 400€ fine? Drive without an IDP.?

To clarify- we collect the car on the edge of Milan and drop the car in Orvieto or Civita di Bagnoregio and take the train to Rome. I believe all our accommodations have a pass for driving in the ZTL areas.
What do you mean about such a fine for driving on Bologna at 7am?
All tips appreciated. Thanks.
