Will have a car in Bellagio…dropoff in Como or Linate Airport if Milan is next stop?

I know, having a car in Bellagio doesn't serve much purpose, but we will have one while we're there. The next stop will be Milan (staying near the Duomo), so my question is, are we better off dropping off the rental in Como and taking a train to Milan or dropping off at Linate Airport and taking the express bus to Milan? Price of the rental is about the same. My concern is convenience and time. Is there a better option I haven't thought of? We'll be traveling in June, mid-week.

Why don't you drop it off at a downtown location? Most (all) companies have an office near the central station. There is no ZTL (limited traffic zone) around there. Just don't travel to Milan early morning during commute traffic. Get to Milan late morning when everybody is already at work in the office.

I guess because I was warned against driving in Milan. But as a person who's comfortable driving in big cities (like New York and London), is there a huge difference? And I was concerned about ZTLs.

Budget has a location at Piazza Armando Diaz, which is near the Duomo. How can I tell if it's in a ZTL?

Okay, now I'm seeing that Milan doesn't have ZTLs, it has Area C, and the area around the Duomo, where Budget has its car return, is within it. That would mean either paying the 5 euros to get into Area C or dropping off near the central station. Or sticking to the original plan of Linate or Como.

If you are used to big city traffic, like NYC or London, you have no reason to be concerned. The streets that are closed to traffic in Milan are very few. Piazza Diaz is fully accessible to cars with Area C payment permit..

There are other Avis locations that are closer than Como or Linate, even if you don't want to pay the congestion area entry ticket to enter within the Bastioni (area C):
Stazione Centrale
Viale Certosa
Via Privata Polonia
The last two on the way to the city center coming from Como.
