WiFi apps that work in Italy

Hi all...I'm heading to Rome and Tuscany in a few weeks and my apartment doesn't have WiFi. I do have an unlocked dual sim phone with WiFi to use over there. I was wondering if there is a free (or affordable) Wifi app I can use over there to tether my Kindle Fire. I have FoxFi on my cellphone here in the US and was wondering if there is something similar that works over there that I can install on my 'new' phone. Thanks! Grazie!
