We will be in the area of the hilltowns Ragusa and Modici in Sicily in late September. Which town would you advise spending 2 nights in?
I would stay in Ragusa over Modica - I think that's the town you are referring to...
We spent 2 nights (dinner and one full day) in Ragusa and then stopped off for a few hours each in Modica and Noto on the way to Siracusa/Ortigia. We were driving and stayed in Ragusa Ibla, the Old Town - which is largely a ZTL. We parked in the free lot below town and our hotel hosts brought us up to the property.

Limited Traffic Zones (Zona a traffico limitato) - a great place to get a surprise ticket (via your car rental agency, often months later) if you drive there! Driving is usually limited to residents or perhaps business owners only. Italy is infamous for them, with cameras that will catch unsuspecting tourists, among others.
If you're driving, the parking lot at the base of Ragusa is completely free, no permit required. We arranged to meet our hosts there and left the car for the duration of our stay.
I would definitely stay in Ragusa and then make a day trip to Modica. It is a unique town with remarkable views.

I live in Oakland too.
We stayed in Modica this past fall and visited Ragusa on a day trip. I agree with others here to stay in Ragusa — much more charming, IMO.
