We arrived in Rome yesterday, since we packed carry on we figured we would buy toiletries here. The general grocery we went to did not have hairspray or deodorant. Are those type of items found at a farmacia?

Faramcia's carry a lot of lotions and skin type things but you will absolutely pay top dollar for them.
If you can't find a Supermercato - like a larger Conad - that carries what you need try searching for a "Health and beauty shop" or something similar. There are stores that carry shampoo, deodorant, nail polish, make up and similar things.
In the north I know there is a chain called Caddy's that's pretty cheap but there should be plenty of other scattered around Rome.

There may not be any Walmarts in Rome’s centro storico but there are many “Carrefour” markets among the supermercatis. ( small markets). Farmacias tend to have very limited selections at very high prices.

I cannot believe I could walk into a farmicia and walk out with an asthma inhaler, over the counter for 4.9 euro

How much would an over the counter asthma inhaler would have cost in the US? More or less than that? In my experience over the counter stuff costs more in Italian pharmacies than in the US, to the point that my Italian friends ask me to buy big jars of ibuprofen or similar stuff whenever I go to Italy.
Regarding toiletries any supermarket will have them. There are Carrefour supermarkets everywhere downtown Rome. I would stay away from pharmacies unless you need meds, which they are the only ones allowed to sell.

In the US it would be $40 with a prescription. I fight to get as many inhalers as I use in the US. It is either a message that it is too early to refill or my insurance won't cover it

There’s a store called Garanzia Detersivi at the top of Via Merulana that sells toiletries.
Almost at P. Santa Maggiore.
It looks like a sort of dollar store, but it will have everything you need.
