Where should I pick up my rental car: Rome or Orvieto?

We're spending a few days in Rome prior to three weeks in Tuscany, and want to rent a car for the Tuscany portion of the trip. We'll be returning to Rome for our flight home. Would it make sense, then, after we're done in Rome, to:

1) Take the train to Orvieto, rent a car there, then return the car to Orvieto when we're done and take the train back to Rome for our flight home;

OR

2) Rent the car in Rome, either at one of the airports or someplace else that's easy to drive in and out of. If so, what would be the easiest, best place to deal with the car?

Rome's DaVinci airport is easy to rent a car and to get out of. Orvieto is one of my fav villages but renting a car there might not be easy. It is about 2-3 hours from Rome and free parking below town with free shuttle to village center.

Hertz will be your only option in Orvieto
Whether they will have the car you need ( even if reserved) is impossible to say

We always book our cars thru AutoEurope.com (highly recommend) and they no longer work with Hertz in Orvieto

Another option is pick up/drop off in Chiusi -also right in train line with Avis/Budget there

TBH I’d pick up / drop off Rome
Try Ciampino airport-the fixed taxi to/from center is less than FCO
And your car rental rate could be less
( I have a friend who just discovered the above to be the case for their June rental)
