we are flying from US to Milan (MXP) on Emirates. If flight is on time, (we arrive at 12;15 local time) there is a 1730 ez jet flight to Palermo. This is a separate ticket and we will travel from Terminal 1 to Terminal 2-I believe there is a bus.
We will be carrying on luggage only. Where do we clear customs?

You will go thru Passport Control in Milan
( this is where you will have a wait)
Customs in Palermo-which is basically walk thru the correct door

Actually, you will clear customs (importation of goods) at Malpensa as well, since you have carry-on only. That is just a walk through as well if you have nothing to declare.

Immigration (passport control) will be at Malpensa (MXP). Customs is just a walk through only the 'nothing to declare lane'. Occasionally the Guardia di Finanza agents may stop people for random checks, but ii is very rare. The process is the same whether you have a lot of luggage or just a rolling carry on suitcase, even with just carry on you can be stopped by the agents (I have with just a carry on).
