Is it still only open partially on the Manarola side? I am planning on talking a boat from Portovenere to Riomaggiore, so it would be wonderful to start the walkway from the Riomaggiore side.

Wendy, it's only partially open: you can't walk it all the way through from either Riomaggiore or Manarola, and it won't be fully open again this year.

Unfortunately the Via dell' Amore is currently still closed, except for a small segment from the Manarola end to the small Bar. It's not expected to open this year, and possibly not until 2018 (although that could change).
thank u all for the reply! my parents are pretty old, so can anyone suggest a portion of hike where it's not too hard on the elderly bodies?
The other Sentiero Azzurro trail sections will be too difficult for older travellers, especially the Monterosso to Vernazza segment. Something that your parents might enjoy is just walking from the new town to the old town in Monterosso. it provides a very scenic ocean view and is mostly level, so it will be an easy walk for them.
There are lots of interesting restaurants and little shops that they can explore, or just sit on the beach in the old town and watch the boats coming and going.
A good suggestion from Ken: the rest of the open trails will be too much for them, and even navigating some of the villages involves some steep climbs. Monterosso has the largest amount of relatively level ground near the water, and the walk between the new and old section of towns should be pleasant for them.
