Here's a new one, re: the EU Digital Passenger Locator Form.
Instructions say: "As soon as the user fills in the information and presses the “Register” button, an account activation link is immediately emailed/sent to the email address provided by the user (see image below)."
BUT, what if you never get that e-mail?
You're stuck; you can't log in and you can 't re-register (it won't let you).
And, being digital, there's no HelpLine discernible.
Have you tried checking your spam/Trash folder?
Or have you tried starting again from the beginning?
Will it let you register with a different email address?

1. Nothing in spam, nothing in trash, nothing in junk mail, nothing in inbox.
In short, nothing.
2. Instructions say that if you don't get an e-mail response, click "send" [again] here.
I've done that 3 times; nothing.
3. Can't log in because I've never gotten their e-mail to respond to.
4. Can't register again because error message says that this e-mail has already
been used, which means they recognize my e-mail address (I didn't type it in wrong).
5. As for another e-mail address, I've had this one for 25 years and it's never been an issue
(a paid subscription service, not a free one like gmail, yahoo, or hotmail).
Back to Square 0.

Have you tried the reset password?
try logging in from a different browser. chrome - firefox, safari, edge, android, or ios. try a different computer and even a different ip address (work instead of a home computer)
This happened to me when I tried to fill it out before my trip in September. I remember that the issue was with the login page itself. My husband was completing his DPLF on a different computer next to me, and he was able to enter his email address and receive the email because he was registering on a slightly different login/registration page. Once I navigated to that page, I too was able to enter my address and receive the email. I'm afraid I don't have the exact page URL, but you can try clicking around the site for a different login/registration page that looks almost identical to the one you're trying. You may want to hit the Back button and then click on the user profile icon. Sorry I can't be more specific - it's definitely far from a perfect system!

Tried both browsers , Safari and Firefox, both laptops, and I have no other IP address.
Latest . . . .

BUT, no link received at the e-mail address provided, after clicking "here" to re-send it 5 times.
FINALLY . . . . .
After being on the phone for a half hour with a HelpRep from my e-mail service provider,
it was discovered that there was a filter, unbeknownst to me, that not only routed some "no-reply"
messages - i.e. from https://app.euplf.eu/#/ - directly to the junk file, but also immediately deleted
those same messages, meaning therefore that they, in effect, never existed. Once said filter
was removed, the process worked and I now have my EU Digital Passenger Locator submission.
As my mother used to say, "Who'd-a thunk it?" Thanks to all the respondents for your interest
and suggestions. Whew . . . . .
