We are a family of 4 looking for a very relaxing 7 day stay in July. We plan to get an apartment with kitchen. Would like the benefit of a quiet and relaxing town that also has options for late teens to venture out in the evening (not clubbing, but to bars/restaurants to meet and spend time with others)

Safety is not an issue and nothing in July will be relaxed.
While Emily has a point, I would say that a less-visited place like, perhaps, Chiavari, would be more relaxed than the more "famous" places.
I'd love to find an unsafe town in Liguria and spend there my holydays. I fear a place where Gangs of local grannies force tourists to dip salted focaccia bread into the cappuccino at a bloody breakfast gunpoint.
Or hours and hours of loud music from the 60s! Those cheesy Italian songs that make Liberace seem a brave innovator...
I'd be more worried about scooters' noise and about beaches getting smaller and smaller year after year.

Friendly non touristy town, great restaurants, easy access to other spots as day trips
We also enjoyed Santa Margherita Ligure, Camogli and Portovenere. Also Lerici and Levanto. The word “safety” does not need to apply to this area.

The premise of my question was the possibility of our teenagers venturing out in the evening yet not worrying about running into trouble (not looking for a club scene, but perhaps a place to get together with other late teens and early 20s folks)
Synapse, then perhaps you need to ask your question differently. Having someplace for teens to go out at night is a lot different then asking about a "quiet, relaxed town". Being more specific about what you are looking for will get you better answers.
The drinking age is 16 and teenagers in Europe are very used to going out on their own from a young age. Chances are your teenagers will be very comfortable. It is absolutely normal for teenagers to be out on their own at younger ages than your teens.
