I just recently got engaged. I want to have a small ceremony in Rome, my dream would be to have a ceremony overlooking the Roman Forum. Does anyone have any information or contacts for me to use in order to make this happen? Or if you have any insight to tell me why this cannot happen that would be appreciated as well. I am not looking to have a religious ceremony, my brother is officiating. I am thinking of next October or around then. Thank you in advance.

More information is needed here such as whether you are looking for a marriage legally recognized in Italy or a strictly symbolic ceremony with legal proceedings performed in the U.S. - such as at a Justice of the Peace. This is a common choice for couples wishing for a ceremony abroad - as it was for many I've known who 'wed' in Mexico.

You're looking to do this at a very public and heavily touristed location, and I'm afraid I've no information about whether than will be allowed or not. How many people do you expect to be in attendance?
You may also benefit from the services of a professional planner familiar with venues in Rome, speaks the language, and can assist with navigating any red tape. There are many to be found online but hopefully some RS members may be able to recommend one they've used personally.
Just adding that Zoe's reco below was the spot I was thinking of too but have no idea if it's possible so you'd have to check.
The Piazza del Campidoglio has the City Hall where marriages are performed, and there is a terrace that overlooks the Forum just behind the building. I don't know if you can actually have a ceremony there, but the piazza is open 24/7 so if you choose an off-peak time, you may be able to pull it off. I suggest checking for permission, though.
