What I mean is, many topics in this list state a new reply on 7-16-2018, but when you click on it, there is no new reply, some are more than a month old. Not all, but, a lot. Some kind of glitch?
Known feature.
If you edit your reply, or the original poster edits the original question, for example to correct a typo, then the "last update" timestamp gets set to current time. But the timestamp on the entry you edited stays unchanged.
There is no way (AFAIK) to tell which reply has been changed.
If someone edited an old reply, it will bring it to the top of the list, but there will be no change in the original reply date shown.
Also, some older threads get bumped up when a spammer uses them. By the time you see it, the webmaster has removed the spam. I prefer that to other websites that leave the message by deleting the content and poster info and replacing it with a notice that the post has been deleted.

Yep, and wiping of older guideline-violating posts can register as new replies too so between all of the above, that's probably what you're experiencing.
