Amy, you may want to bring both. I was in Rome a 2 years ago in mid-April. The first couple days were sunny and warm. I wore sandals. The next couple of days were chilly. It was particularly cool after sunset and I needed a wool sweater in the evenings.
When we were there on an Easter weekend it was drizzly & cold.
When it comes to making guesses about the weather more than a couple of weeks out, there's no substitute for the facts, here's the site that will give you those facts: http://www.wunderground.com/tripplanner/index.asp, put in your locations and dates you'll be there and you'll get a detailed summary of the weather for the last 10 years for those dates.

We were in Italy for 3 weeks last April. The weather was nice. We flew into Rome the first night and it was raining (April 8). We didn't care. Bought a Roman $3 umbrella and made the best of it. Hit a little cafe for some great pizza and beer after our flight and made the best of it. Had a room at a decent hotel we got off Rick's book with a VERY nice early buffet for breakfast before the train down the coast.
Returned to Rome ~ 2 weeks later (April 21) and the weather was warmer. If I remember correctly, the girls were wearing sandals and their Mephistos? (no fashion expert here) and capris or shorts the whole time. We each carried a pair of colored socks if it got cold for any change in weather. I wore Birks, and jeans and shorts (sparingly). If I can give you a good tip, take a good backpack and carry 1 or 2 layers of clothing in it. Very light and you can use the backpack to carry groceries or mementos.
