I will be visiting Rome and Tuscany in early June with my family and extended family which included 8 teenaged girls. Because they own mostly shorts and just a couple of skirts, none of which cover their knees, would it be appropriate for them to wear some tight capri leggings under their shorts or skirts on the days that we will be visiting chruches?
Yes - that is what I do and I have never had a problem. The one time I was stopped was outside of St. Peter's because I was wearing a tank top and forgot to put on my scarf. Covered by shoulders with my scarf and proceeded into the church.
These teen-aged girls don't own any jeans they could wear on "church" days? Or capri pants? Really?
They do own jeans and are willing to wear them but I was looking for another option just in case it's really hot. Also, capris are so lightweight that they would be easy to keep in the backpack and throw on in a pinch. I also will be wearing mostly summer dresses with lightweight sweaters but the dresses come just above my knees so I plan on wearing copped capris also if it is acceptable.
The policy is for exposed skin. Leggings will work.

Make sure that they are leggings and not dark hose- I have seen them get turned away, so be advised.
