I realize that this topic may be of concern for some, but my husband is a gun collector and refurbisher. Are there any weapon museums or factories to tour in the vacinity of Rome/Naples? Or, is there one museum that has the most to see and information regarding weapons in the same area that he should not miss?

But the weapons’ museums and factories are mostly in the Brescia area, near lake Garda. That is where they share your husband’s passion. Beretta is also headquartered in that area and Brescia has a weapons museum (more than one). They love guns in Brescia.

What's left of the royal Armory of the Kingdom of Naples is housed at the Capodimonte Museum. Nothing past 1861, of course: https://capodimonte.cultura.gov.it/collezione/armeria/
I ignore the weaponry sections of museums I visit because of lack of interest, so I cannot comment on that part of the Capodimonte. I can, however, warn you that the museum is up quite a steep hill capped off with a long staircase of 131 steps. At least that's the route I took. I imagine there's a much longer walking route along the road. Rick recommends a taxi. There are buses, but I don't think they're extremely frequent.
One good thing is that the Archaeological Museum is (substantially) downhill from the Capodimonte; I think it must surely be on the bus route.
