We have 2 kids - 16 & 13 and from the website looks like they would be free as under 18 when visiting the colosseum. Am I reading this info correctly on their website ?

Yes, but bring their passports for age verification when you pick up their passes.

Great !!! I am buying tickets ahead and hoping to be there early morning to avoid whatever crowds we can.
Do I still need to get passes for them ? Would copy of passports work ?

They will still need a ticket, it will just be free.
You are legally required to carry your original passport with you unless you are from the EU and have and official identity card.
