Visiting small cities without car - 3-4 day itinerary?

Spending 4 days in Rome and then would like a contrast by taking 3-4 days in small cities/towns but without renting a car. This will occur last week of September. Have been considering Orvieto and Civita di Bagnoregio (probably hire a driver for Civita). I would prefer not to change accommodations every night but two different places would be fine. I love the idea of an agriturismo but think that might also be difficult without a car? Any suggestions would be much appreciated.

Civita di Bagnoregio is 30 minutes by car from Orvieto. We stayed in Orvieto took the bus for a day trip to Civita. This was a few years ago so best to confirm if it’s something you might do. My recollection is that you can see the entire town in a very short time.

Also in Umbria you could consider Foligno or Spello as a base. From there you can easily visit Assisi, Bevagna, Trevi, also Spoleto.

We did an e-bike tour from Orvieto to Civita in April -- it's a great day trip, but only a day trip. The walk in is steep so if mobility is an issue it might not suit needs -- takes only a few hours to see all of civita (only pedestrian access).

You could do orvieto attractions one day and civita another but stay in Orvieto whole time. we were happy with stay at hotel duomo and were there 3 nights. Took train from Rome the day we landed.

There's a former monastery outside orvieto that we stopped at on way via bikes -- only open for guests in summer. AMAZING views. I wish I knew name to suggeest. It wasn't hosting guests in April.

We went from Orvieto on to Venice, but loved the hills towns - wish we had done more. We met several who were adding Assisi or Tori onto their Orvieto stop.
