Can you visit the Arsenale and is there a way to see the MOSE control room there? What is of interest there?

Click on the links for more information. I am not sure if I am reading it correctly, but it says the Arsenale itself is only open for guided tours by organized groups. (But this does not mention the Biennale, when one of the pavilions is in the Arsenale. We have been there then).
The Puntomose link says it is “open to the public” Mondays to Fridays from 10-17:00. You might explore further to see what that actually means.
