Has anybody used these, and have there been any problems. The VISA Travel Cards are basically a debit card and I've seen as few posts about problems with debit cards. Do these have the European chip?

Nothing on the US side has the chip. I know of no problems with debits cards. Sometimes a particular ATM doesn't work, but the next one does. When I looked at the AAA travel card last year, it was very expensive -- about a 10% surcharge. Assume the VISA travel card would be similar.

Check out the charges before you go. I had a trip to the US and almost died when I got back with all the extra charges.
