This summer I'll be heading to Rome and Pompeii with my kids (ages 9 and 11). I'm looking for recommendations for a video (or maybe a website) we could watch that would help to give them a general sense of the history of those places. I thought if they have a general idea of those places then our trip might be more interesting to them.

But I'd also go to your local library and check out books they might have on the subjects. Having your kids do some of the reading/researching themselves is part of the lesson. :O)
There's a lot of stuff on the net in both written and video form: I've just offered up National Geo as it's a source I usually trust. You want to be sure of getting facts versus fiction!
Not a video, but my then-10 year old liked the "What Was"/"Who Was" books when we went last year. There are a bunch about different Roman sites, one about the Pope, and definitely one about Pompeii. You can find them all on Amazon.

You might like these too: a series of virtual walks through the scavi with some brief facts about some of the structures and culture along the way. Note Vesuvius - with a big chunk missing - looming in the distance in some of the footage.
Part 2 includes footage/facts about the "most famous" brothel. If not already aware, Pompeians had few inhibitions when it came to sexuality. As I'd once written in a short piece about the more graphic frescoes, virility was venerated and fertility celebrated! 'Nuff said. You might want to pre-screen these as I didn't watch all parts of the films (I've been to Pompeii twice). Nevertheless, your young people are going to see some decoration that may spark some, er, interesting questions so best to be prepared? :O)
Also google up "Priapus" for images of one of their fertility deities whom appears here and there.

Depending on the age of your kids, go to Khan Academy and search ROME or POMPEII and there are some great videos on all sorts of subjects.
