Has anyone had any experience using this instead of carrier call plan or new SIM card?

No - I use Google Hangouts to make free phone calls (at least to the US), even to landlines. Why is Viber better? I also have a Google Voice account that lets me receive calls and texts with Hangouts.
The SIM card is still useful for having mobile data, though, and I'll never be without one again. They are so cheap, why would I not want one?

I use Viber extensively for texts and it works well. I've never used it for Viber Out calls, but I suspect that the quality may vary depending on the speed of the Wi-Fi connection. Some of my relatives have used it for calls, and they've reported that it sometimes has "glitches". That will be true of any voice app using Wi-Fi. If you have a good (and fast) connection, it should work fine.
I live in Europe and use WhatsApp and Viber more than regular texts. I do have a SIM card (Irish) and recommend them for the data so you can use maps. My unlimited data is only 20 euros per month - don't let your American cell phone company charge you an insane amount to "add EU usage" when you can just get a new SIM for almost nothing and use lots and lots of data.
Cell phones are cheaper almost everywhere in Europe.
Also if on wifi (if you don't get data) you can make FREE phone calls through these apps, as well as through FaceBook
