Reading the RS guide book, he states the road is not open to Vernazza and recommends parking in La Spezia. Does anyone know, is the road open now? Is there parking available in Vernazza or nearby? I'm reluctant to have our rental car so far away from us.
The information contained in the Guidebook is accurate, which is confirmed on THIS website. AFAIK, only service and local vehicles are allowed within the town, as parking facilities for visitors have not yet been fully rebuilt. It may be a "long shot" but you could contact the proprietors of the B&B you'll be using, as they may have some suggestions. How long will you be in Vernazza?
Having a car in the Cinque Terre is not an advantage, so either returning the car or parking in La Spezia or Levanto would be the best solution. Parking will likely be a bit pricey, but if you intend to keep the car there aren't many options. La Spezia is not really that far away, as it's only about an 18 minute train ride.

You can drive to Monterosso al Mare and park for 12€ per day.

We parked at the Fegina lot and stayed three nights in Monterosso.
The train is a short walk and a two minute ride to Vernazza.

If you decide to park in Monterosso, note that there are two entrances to town. You can arrive in the "old town" (Centro Storico) or in the "new town" (Fegina). The car park described in the previous reply is right on the beach in the "new town". If you accidentally drive into the old town, you will NOT be able to drive through the town to reach the other less expensive car park. You'll have to drive right around, a journey which I believe takes about half an hour. Last time I was in Monterosso, construction of the new car park at the top of the old town was stalled due to bureaucracy, but the website link seems to indicate that it's finally been completed.
