Venice like a museum. Admittance Fee: 3€ to 10€

I’m sure you have heard of this plan last December.
The details were made public today.
Thus far I saw it only on the Italian media but I’m sure the English language media will follow soon.
One article in Italian is here

It should work similarly to this classic movie “Non ci resta che piangere” (nothing left to do but cry) with academy award winners Roberto Benigni (La vita è bella/Life is Beautiful) and Massimo Troisi (Il Postino/The Postman), a comedy where two friends are thrown back in time to the year 1492):

It will be interesting to see the details. If I am reading the article correctly, if one has the VeneziaUnica visitor card for transportation, you don't have to pay this new tax. I also believe it states the tax will be collected by cruise lines, train operators, and the like, and will be added to the price of the ticket. So, I'm sure Trenitalia will have no problems removing this extra tax when I go to buy my ticket for a day-trip to Venice and I have the VeneziaUnica card...what could go wrong? :-)

There will be congestion pricing. So visiting on a weekday in November will be cheaper than in peak season. If caught without a ticket, you will be fined 200€, just like traveling on a train without a ticket.

I'm not convinced Venice's plan will go as smoothly as in the video. They didn't have to deal with a long list of exemptions or variable rates.

Given all the exceptions, this seems like it'll be a nightmare to implement and manage. People staying in Venice hotels are also exempt, if my Italian is right (it may not be), so how could the fee be added to train tickets if you're coming by train to spend a week? It's not unreasonable to ask the users of the City to help pay for the upkeep, but there must be a better way, like adding the fee to all cruise ships. No one seems to like them much anyway (except the passengers). Do very many people come in by train to spend just one day?
