In September, my friend and I will spend 3 days in Venice. I’m there to go to the Biennale and enjoy the romantic decay, BUT his interest is in construction and problem solving! Does anyone know of any tours of Venice along these lines.
I would be most grateful for any advice.
You might want to look at this tour, the Mose project is one of the largest ongoing construction of flood gates in the lagoon.

The major engineering feat of how they constructed the city with these large structures on wooden piles driven in the mud centuries ago, is fascinating but not sure how you would see that on a tour. Maybe there is a museum on the history of Venice that details the construction practices. I know I would be interested on how they solve the problem (or don't) of utilities (water, sewer, power) in this environment.
The Biennale Architecture exhibition is all about "construction," but 2019 is an Art year.
