How can I get from the Marco Polo airport in Veinice to the San Basilio port for a cruise ship departure? Can I take a taxi all the way or do I have to get on a boat?

You can take a bus to the Piazzale Roma and easily walk from there. Or take a taxi.

There are two bus lines that have regular bus service from Marco Polo to the Piazzale Roma. www.actv.it and www.atvo.it. About 3 Euro for a 20-minute ride. From the Piazzale Roma, you can walk about 15 minutes to the ship or take a taxi. Very easy.
