Hi, Giangilberto from Milan, so, as other users have pointed out in threads dedicated to the same topic, line 16 does exist.
The problem is that the vaporetto stop is managed and dedicated by the Fusina Parking Terminal, so if you arrive by car, you park and you're immediately on the quayside where the vaporettos depart for Venice Zattere or Pellestrina.
However, getting there from the cruise terminal is very complicated.
The distance is not that short, you'd be inside a working port area for large cruise ships, with its own strict rules.
There are gates, maneuvering areas, and often pedestrian traffic is prohibited. It's still quite a walk from the cruise terminal, on roads without pavements.
Bottom line: it's not a viable solution.
Fusina is not Venice. It's in Marghera, on the mainland, and the only way to get there from the historic center is by land. There's no water connection serving the cruise terminal. Either the cruise terminal has its own shuttle, or your cruise operator offers a transfer from the terminal to the center of Venice.
You'll still have to leave the center of Venice with your bags and go to Piazzale Roma, because that's where taxis and transfers depart from. So you'll also need to factor in that stretch, whether you're taking the vaporetto or walking with your bags, before your transfer time.
