Hello! My family of 5 is arriving at the Venice airport at 3:30 am on a Monday in August. What are our options if we do not want to pay for a hotel for only a couple hours? We're all adults and all healthy, so unconventional sleeping/lodging arrangements are a possibility. What time in the morning do the water shuttles start to the islands? Are there water taxis available at 4am? Is safety a concern? We plan to spend the entire next day sightseeing in Venice.

It looks like water shuttles at the airport start anywhere from 0800 to 1000. You will not need to worry about safety. Where are you staying? If you are staying within walking distance of the bus station/taxi drop off, you can take a taxi into the city center, walk to your hotel (make sure reception would be there), and drop off your luggage. But I do not recommend trying to navigate a far distance in the dark. It is hard enough to navigate Venice during the day!
There is also a VIP lounge at the airport that opens up at 500. It is 22 Euro a person according to the website. You could shower in shifts, nap for a few hours, and then head into the city.

AFAIK there are no scheduled flight arrivals between 1:30am and 6:50am.
I'm curious to know which airline you are flying and from where.
There are 2 scheduled arrivals between midnight and 6 am. Both are on Volotea Airlines. From Catania at 00:15 and from Corfu at 02:35.
The next flight is AirOne at 06:22 from St Petersburg.

Are you sure it is at 03:30, Luke? And that it is VCE Marco Polo, not Treviso or some other RyanAir outpost?

Later in the year there are Volotea arrivals on Mondays from Heraklion at 3:45.
We're flying Volotea. It seems they do several flights into Venice in the middle of the night from various places in Greece.
