Steve hit nail on head,, do your own research and don't pay for ship shore exs.
In Venice you just wander about on your own,, Venice is more about just relaxing ,, take the water taxis around, explore the neigbhborhoods,, eat alot. There was a Costume Museum that my dd and I enjoyed.
On edit,, one time I might say do the ship shore ex is Rome,, Rome is far from the ship and getting back and forth is time consuming, so at least on ships tour you don't have to worry about missing bus/train/ ship.
Where else does ship stop?
