My husband and I are going to Italy in October. We will be staying in a VRBO apartment in Venice for 4 nights. I think that the access fee is only applicable for stays in Venice up till July this year, and therefore we will be exempt?

It’ll be interesting to see if they increase the number of days fees will be charged in 2025 or if they keep to the same schedule they had this year.

No need to pay the fee if you are staying overnight.

Your VRBO host will pay the fee on your behalf. Do not be surprised if they ask you to give them cash for the fee. It is about 5 euro a night, and they should give you a receipt for the fee.
